At the upper left, above the lighthouse. You can only search the reef after you talk to the ghost lighthouse keeper and use the searchlight.
Go inside the newspaper office and talk to the editor. The archives are down in the basement.
If you move the bed, you find the tunnel dug by the Forger, who unfortunately could not find a way out. You talk to his ghost, and then use the pickax that he was using to make your escape from the cell.
After you have the photo of the Cemetery Spectre, you can go to lot B to talk to the Engraver, or just head back to the Herald to sell your photo.

you go to the bank and 'use' the money. Use the thermal camera under the dog when it starts matting and growling at the floor and after you talk to the guard. You shall see a ghost. I guarantee it.

Fiona is in the abandoned house by the shore. Get the violin from the hotel, and go up to the man. (You must go to him twice) He will get taken by a cop. Play the violin, then grab the binoculars by the tent, and look up. After that, you will go in through the cellar by the house. It will be a little tricky at first, but you'll figure out how to get upstairs. After you're upstairs, go to the telescope. This next part is freaky. Make the telescope clear, so you can see the shore. Look around for a bit, then you'll hear Fiona. (That scared the crap out of me, because in Poptropica, things don't talk)! There you go! Hope this helped!
