When you get to Olivine City go to the lighthouse. you will need to take the stairs all the way to the top. The elevator may take you all the way to the light room, but the door will stay sealed, until Jasmine opens them.
use the stairs, climb the ladders, at 1 point you will need to step outside, and drop, but just reenter from that point.
When you are in the light room, walk up to Jasmine, face her, and press talk.
