It would be most beneficial for you to read some of the tanking and protection paladin guides that are posted on the official forums at the World of Warcraft website.
Basically, you need to be defense maxed in order to become un-critable in instances. When you become un-critable, the next thing to work on is to get gear with tons or armor on it and enchant it with armor enchants or threat enchants.
Secondly, you need to spec into protection. The guides i mentioned earlier will also tell you what points to take and where.
Make sure you have Righteous Fury on at all times when you are tanking, this generates a ton of threat. Also, use consecration every chance you get. This keeps your aggro on the mobs better by damaging them.
