go to a man in the desert are (hes in a house) if you have bonded strongly enough he ll let empoleon learn it the best water type move and i also suggests to teach ice beam and blizzard to empoleon too.

∙ 13y agoIn FireRed and LeafGreen, there's an old woman on Cape Brink that will teach the move. The Feraligatr has to have a very high friendship with you, though. :)

If you have a Charizard, Typhlosion, Blaziken or Infernape, he will teach it Blastburn. If you have Blastoise, Feraligatr, Swampert or Empoleon, he will teach it Hydro Cannon. The First Move Tutor requires a Heart Scale for his services. They can be obtained in the Sinnoh Underground. They are very rare, though I found 4 in 2 days ; )
