You have no choice, but to tell him the truth. Although many marriages end up in divorce most people honestly believe that their marriage will make it and sometimes it does, but starting out by marrying someone you don't love is a failure for a successful marriage right off the bat.
You didn't mention if you cared for another man or you weren't ready to settle down. You may simply have cold feet and that is something you have to decide. If you feel you want to have more freedom and do more things before you settle down to married life then please be honest with him and tell him how you feel. Yes, it will hurt him, but honesty is still the best policy.

Sit down with him, and tell him you love him but you aren't ready for marriage or you don't want to be married just yet. Whatever your reason is. Let him know you never meant to hurt him but its a decision you had to make for yourself. I hope everything goes well. Good luck!
