How do you tell if the radiator fan relay is bad on a 1982 Chevy Celebrity?

Plug a scanner into the ALDL port, then turn the ignition to "ON". The radiator fan should come on. If it does the relay is working. If the fan does not come on it doesn't mean the relay is necessarily bad. That could mean the relay is bad, or the fuse is blown, or the fan itself has failed.
