A jon boat is a flat bottomed fishing boat. It is made of wood or aluminium. They may have up to three bench seats for passengers. They are usually 6.1 by 4.1 meters in size. They are not built for speed, they are designed to be slow.
It is a flat bottom boat, usually with a low gunwale. Thus meaning it has little freeboard. Jon boats are used mainly for water fowl hunting and running about in swampy waters.

I'm no expert, but it would have to do with the boat design it is on; the payload; and even which 9.8 (year wise) you had. I have a 9.8 on a 12' Jon boat and I'd say my top speed on smooth water on average is about 15-20 mph.
not sure how wide your Jon boat is but I would go with a 3.5HP or 5HP outboard no bigger
200
5mph or less
Check out the following link; which list information on what the HIN means. This should help you. Also, do a search for the following .pdf document;which has a section on boat information. ncic_2000_code_manual.pdf rgb
