This sensor requires very expensive tools (beyond the lay person needs) to check/measure. It is not recommended. This testing is beyond the scope and experience of the diy mech. It is recommended to purchase an appropriate scan tool to "monitor" data or other data stream display.

Have it checked for codes, if it has a p0336 cranksensor code or similar, replace the cranksensor
My '95 galant s 2.4 has an electric fan with 2 fans. Not sure if you need to change the pulleys on them.
on my '95 galant, the fuse block is under the dash to the left in the driver's compartment just forward of the kick panel. it has a snap-off plastic cover.
If the fluid is full, it could be as simple as the thermostat otherwise its the water pump.

The "ignition modulator" is the power transistor (ignition module) and is an integral part of the distributor.
