Testing a part like this in isolation requires specialized diagnostic equipment.

It's part of the ECU(main engine control module) on this model.
There is no separate BCM. These functions are contained in the TCM under the dash.
On mine, it's on the driver's side, just inside the front door, left side under the dash behind a plastic panel. The ECM is there as well and the TCM is just above it.
TCM Malfunction, And/Or Speedometer Sensor Malfunction.
The SEC/timer module is piggybacked to the TCM bracket, under the dash, behind the glovebox area.

TCM Nordic was created in 1998.

Your vehicle is probably in "fail safe" mode. I would have the pcm/tcm scanned.
