Depends, if your cav is equiped with a Serpantine belt then it is auto tense and does not need to be tightened. If the spring has become weak (most likely not) you will need to take it in to be replaced. If your cav is earlier then that and has multiple belts then look for adjusters on the devices it rotates. For one the alternator will have one etc. But dont tighten too much. Its okay to have some slack, just no bounce. If you have a belt driven fan i assume you have an old caviler and if its not the belt tention it might be a bad fan clutch.

If it is a serpentine belt you replace the tensioner pulley
with the automatic belt tensioner..

The fan is electric, not belt driven. The serpentine belt is has a spring loaded tensioner. If the belt is loose, the tensioner has failed.
