My guess would be that it is possible to get a Lugia in Pokemon Emerald without doing hacks here is a list of instruction 1. buy a wii or a gamecube console2. Buy a gameboy cable and a gameboy advance.3. then buy Pokemon xd gale of darkness abd then capture lugia.4. then using the gameboy cable on your wii/gamecube you trade him to Pokemon Emerald.but warning i am guessing that this is possible i don't kno if it works.Hope it helpsgood luck

You can only get Rayquaza in Pokemon Ruby, Sapphire, and Emerald. If you want to get a Rayquaza in Pokemon Leafgreen or Firered, you will have to get a second Game Boy Advance or SP with a link cable to trade Rayquaza into your firered or leafgreen.
