You can't, there are some new pokémon, moves, and items in SoulSilver that Emerald does not have game data for.
Most Pokemon games are only backwards compatible, so you can send an Emerald Pokemon to one of the newer games, but not the other way around.
This can be done by using the Pal Park after seeing every Pokemon in the initial Pokedex.
