You will need a DS with a GBA slot (since not all of them were manufactured with one the regular, lite, and xl versions have them). You must place in the hall of fame which you need to beat the elite four and champion to do this then you must record 150 species of pokemon that appear throughout the Sinnoh region (this includes none Sinnoh pokemon). Once this is done speak to Prof Rowan and you will get a National Pokedex upgrade. Now next is Firered you must have a completed game (hall of fame done, ruby and sapphire given to Celio, National pokedex upgrade needed) and insert the cartridge in the DS and on Diamond click on Migrate *right under Continue and New Game* now remember your game must be saved in a pokemon center and the pokemon you want to migrate must be in the PC not the party. Migrate the pokemon and then go to the Pal Park talk to the guy he will let you in then run into the grass to find all the pokemon *if any of the pokemon are water types you may need to fish/surf in the water*.
In Pokemon firered you can't, but in Pokemon leafgreen you can get it then trade it to Pokemon firered.
Pokemon Emerald: Birth Island Pokemon Sapphire: Trade from Pokemon FireRed, LeafGreen, or Emerald. Pokemon Ruby: Trade from Pokemon FireRed, LeafGreen, or Emerald.
