To get a high strength in Runescape, you must select the combat styles tab in the top left of your side bar, and select the boxes that say strength xp when you hover over them. Usually it is the top right and bottom left box that allows you to train strength.
There's lots of ways to train strength but my top 2 areas to train strength are tortoises which is in the tree gnome stronghold and rockcrabs. Both these areas are member only spots so if your a free user just train on Hill Giants or something.
A higher Strength level allows you to hit your enemies harder and do more damage. Note that you do not have to train Strength to play or enjoy RuneScape. Combat is just one aspect of the game, and Strength is just one aspect of combat.
