You can't! It's so dumb it can only Splash--which doesnt do anything!! haha
Actually, you can. Switch it to the front of your party outside battle, then enter a battle. Switch it out on the first turn, then use your other Pokemon to defeat it. After defeating one Pokemon (in a trainer battle), use your free turn to switch Magikarp back in. Rinse and repeat. (Alternatively, you can give it an Exp. Share.)
Magikarp
first put your magikarp on the top of the team then find a Pokemon then switch out your magikarp with a strong Pokemon then kill the Pokemon.
Train it to level 20.
You can put an everstone on your magikarp and train it. (An everstone is a hold item that will not let your Pokemon evolve.)Hope that helps a lot!
Its evolves at level 20. A few ways I have evolved mine are using a Exp Share. If not you must keep Magikarp as the party leader and switch on the first turn.

Either train magikarp to level 20 or capture one, you can use the super rod to hook gyrados.
