Sadly you can not. You can transfer Pokemon from red, blue, or yellow version up to crystal, but crystal, gold, and silver version are not compatible with ruby, Sapphire, or emerald and onwards. It is due to a new way of saving the data that makes up a Pokemon in the newer generations.
On Pokemon platinum, you cannot move or migrate Pokemon from Pokemon silver or Pokemon blue version. It can only be done from the Gameboy advanced games. Those are Pokemon Ruby, Sapphire, and Emerald version.

if your talking about it in leafgreen of firered version pokemon, take it to celio, and he will take it and tell you to get a ruby also, then you are able to trade with ruby, sapphire, and emerald games.
