PS3's have an alternate OS installation feature - you need to first load a compatible OS that Skype will run on, then attempt to install it afterward on the new OS.

When I upgraded my HDD I bought an external HDD backed up ALL of the data on my PS3. Then I suppose you could copy that onto your PC. TO get it back to your PS3 system you would have to use an external HDD and just copy everything over. Or use lots of Memory Sticks.
Use a USB flashdrive to download them unto it from your PS3 and unload to your PC. I don't believe you want to use something like facebook but believe it is also possible to transfer them to facebook and then your PC if you mean Photos
No, there are no PS3 -> PC emulators right now, however you can connect a PS3 controller to your PC.
