Final Cut and After Effects have their own proprietary file types, so the project files are incompatible, but what you can do is:
Render out an uncompressed video file, or an uncompressed image sequence (Targa images [".tga" extension] are good for this), do the same for the audio, then import them into After effects and combine them there. After Effects also lets you render out uncompressed frame sequences and video, so you could technically repeat the entire back-and-forth process between them an infinite amount of times.
Many effects will work in both FCE and FCP but not all of them will.

You can't. Final Cut and After Effects have their own proprietary file types. It only works with After Effects and Premiere because the were both created by the same company and specifically designed to be compatible.

Dragging the Effects tab from the browser window will create a separate Effects window. If the Effects window has been closed it can be reinstated by pressing the Command (cmd) and 5 keys (or selecting Effects from the Window menu). The Effects tab can then be dragged back into the Browser window.
You could do this by going to the menu bar, selecting "Sequence", then "Add Master Template" From there, you can scroll though different pages of effects and transitions. Then you double click on whichever effect you like and it will appear in your timeline.
