No, the DS never translates anything, all the alternate languages are on the DS card itself. A Japanese game can only be played in english if it actually has been translated on the game itself.
the best website I can give is "Google translate" Edit: You can't translate a pokemon game completely to english just by using a website, but there are some translation projects out there. (Look it up if you want) Google translate works when you want to translate text, but not a whole game.

It depends on how big the company that is translating is. For example for Square Enix they can translate a game within a matter of 6 months because they are bigger, and therefore can afford more translators. But for smaller companies it can take up to a year or more.

It depends on the game. If the game is in English, it will say so on the cover. However, if it is sold in Japan with an intended Japanese market, it will usually be in Japanese. You may be lucky enough to find an English game in Japan, but the reason for it being in English may be that the same product is exported overseas.
