You might've seen other player doing this while online racing. If I am correct, they are hacking. I know of no other possible way to teleport, but have fun trying to beat them anyways :)
PS: If you were just racing normal not online and you saw one of the CPU's teleporting, then there must be another way. I, so far, have not seen that happen.
