There are hundreds of travel agencies in California and all will have tie-ups with tour operators in Rome to conduct their Rome tours. It is unlikely that a travel agency in California would conduct its own tour to Rome, other than booking the flights and then having a Rome operator to meet the group when they land in Rome.

how many miles from Rome airport to Florence, Italy. Is the train the best way to travel?
Is Rome overrated? Honestly, after actually visiting Rome, I don’t think so at all. I had the chance to go recently, and I was kind of curious myself—like, is it really that amazing, or just hyped because of all the movies and history books? But being there in person… wow. The energy, the streets, the history literally around every corner—it just hits different. One moment you’re walking past a cute little café, and the next you're standing in front of the Colosseum like it's no big deal. There's something about Rome that makes you feel like you're part of something bigger, like you’re walking through time. Before my trip, I actually spent quite a bit of time planning everything out and ended up putting my itinerary together on Pinerary, just to keep everything in one place. I didn’t think much of it at the time, but after the trip, I’m glad I did—looking back on those days makes me want to go all over again. So, no, Rome didn’t feel overrated to me at all. If anything, it felt alive, rich, and way more layered than I expected. You just have to go with open eyes (and maybe comfy shoes 😄).
