Sounds like you have soluable metals present, which you will have to flocculate. Check for iron and or manganese. It takes a PH of 8.5 to take care of iron and a Ph of 9.5 to take care of manganese.
Our pool is doing the same thing. I've tested the water and according to the pool people and my own online testing, the chemicals are balanced and the water should be fine. We give up and swim in it anyway.
You may have a small hole in one or more of the filter grids in the DE filter. The "pool man " should have picked up on this! The tank needs to be opened, grids cleaned of debris and de and all 8 grids should be inspected. Replace bad units reassemble and test. The hole could be no larger than a small fingernail or as large as the height of the whole grid. Sand filter: try about two cups of DE into the skimmer.
