How do you treat sand-fly bites?

Had bad experiences with sand fly bites while living in Darwin. Didn't know I was bitten but had multiple blisters up to 5-6mm with a clear fluid. After a day or two they would break and then bleed. Healing took up to a month and left scars. On a recent trip up to tropical areas I got more bites even though I had applied repellent. I found that by constantly applying waterless hand cleaner gel(high in alcohol) they did not get as large and I kept it up even when the blister broke(painful!). That kept them under control and cleared up in about two weeks without scars.
