Guess what the poke flute doesn't exist in your radio you can tune into a pokeflute channel but only in kanto.

tune radieo to the top but you need the part for the power plant then go to radieo tower in lavender town in kanto

There is no Poke Flute item in Pokemon Silver. Instead, the player can have their radio upgraded in Lavender Town. It will then play a station that can play the Poke Flute tune.
Once you obtain the EXPN CARD from the POWER PLANT OWNER in KANTO, you will be able to tune in to the channel. I'm not certain if there is a preset to the channel or not, but you can certainly tune in regardless. It is located near the top and middle of the radio tuner.

What you do is, tune your pokegear radio to the very top in kanto it will play the pokeflute noise but be ready cuz the snorlax that i know you are trying to move is level 50 good luck ^_^

In both FireRed, LeafGreen and SoulSilver,HeartGold you can obtain the poke flute in lavender town. In FR LG you must go up the tower with the silph scope and will obtain it on the top floor. In HG SS you must have a radio card and get the poke flute tune onto your card by going into the tower and receive it on the bottom floor.
