You cannot turn a permanent hair colour into a semi permanent hair colour. Permanent colours are made of small colour molecules that need a developer to create the chemical reaction required for the colour molecules to penetrate the hair shaft and tint to the desired shade.
True Semi permanents are pretty much topical with mainly large colour molecules. (which is why you see the shade while the product is still in its original packaging) They require no developer as they sit ON TOP of the hair shaft with fewer smaller colour molecules that penetrate the cuticle.
Permanent hair colour contains hydrogen peroxide whereas semi doesn't. Permanent colour changes the colour inside the hair. Semi doesn't. Permanent colour is permanent whereas semi only last 6-8 washes.

If you are using a neutral or ash color the base for those hair colors is green. When coloring your hair you should leave it up to professionals. Its not as easy as it seems. It's all chemistry.
This task would be difficult, but you would need to bleach your hair to an almost white or white color first. Bleaching from black would be a difficult task because your hair will turn orange and yellow and go through many different shades in different areas of your hair. After you have achieved this white, then proceed to a pink hair dye. Either demi-permanent, semi-permanent or permanent, whatever you would like.
I'd say if your parents are worried about you dying your hair, maybe because they think that you will not like it or it will turn out wrong, try convincing them to let you die your hair with a semi-permanent hair dye that usually last 28 washes, or about a month or so. yes it does but watch for if you have dark hair it will more likely just be light than the hair you have now but not blonde. Watch as well for really light hair it could just turn white. Do not go swimming with semi-perminatnte hair die as blonde turns green in chlorine.
Hair dye. They make home highlighting kits that are, for the most part, reliable. You can buy them at most drug stores or supermarkets. Since you have dark hair, you will get the best results by using a demi-permanent or permanent dye, as opposed to a semi-permanent dye that will not be able to lift your dark color as well. Most colors will come in a warm, neutral, or ash tone. Neutral and ash tones are less likely to turn your hair orange.
I recommend getting it done professionally. If you're strapped for cash, you can try to use a product like Clairol Nice n' Easy (or any other dye that has 100% gray coverage). Do not use any of those "semi-permanent" hair dyes like Color Flirt or Color Pulse. If your hair is light blond, it will turn pink.
Products won't do it only permanent hair dye will.
It should turn pink if you bleach where you want the pink to be in your brown hair, if it doesn't turn pink after you bleach and dye your hair then I would keep putting pink over it. If you don't like your hair pink just dye over the color with your hair color.

Well, my hair was light blonde with brown underneath, i put pink over the blond with semi permanent slapt hair dye...then i got sick of it and dyed over it with brown bout a week later..and like 4-5 weeks after i put highlights over the top of my head to get it back to the way it was and it didnt turn out blonde it was a very faded reddish pink, now im back to wear i started luckily its fading and my blondes coming back, but to tell you the truth the pink hair dye once its faded is a very dull red color and it looks really bad... but the color depends on what your hair color is.
