If theres not a off position on the switch, check to see if theres a manual override button.
just below the head light switch there is a little round button push it 3 to 4 times and it will shut the automatic running lights off and will not come back on untill you do it again or shut the vehicle off and restart the engine...

on my 2003 there is a knob on the left hand side of the dash that controls the headlites. if you turn it all the way to the left (its spring loaded) while the vehicle is on the lites will turn off.

Only way i know of is to apply the parking brake before starting the vehicle. I think you can turn off the headlights with the Twilight Sentinel switch. Turn it all the way down (or up) until it clicks.
