You can turn into super sonic in Sonic the Hedgehog 2 but in the 1st one you can't.
In most Sonic games you need to collect all seven of the chaos emeralds and then collect 50 rings to turn into super Sonic. In some of the later games however, you can only turn into super Sonic in the final boss level.
