You can get hovers from the mystery chest, as you may know you need the mystery key, you can get the mystery key at the sc shop, you need 200 sc if you are not a member, though if you are one you'll need 180 sc.

There are no charge boots in crack in time, so I guess so, but the hover boots are in my opinion better and beat the charge boots by a long shot.
