In Canada that is not possible. However in the US It is listed in the manual how to do it. I believe it is a process of turning on the truck then pushing the courtesy light button on and off about 3 times. This has to be done each time you start the truck. Simplest solution is - locate the fuse that control the DRL circuit and pull it out.
On my 1996 Explorer, when you set the park brake, the DRL lights shut off.

Shift into Neutral or Park to turn off the DRL. Alternately, only drive with the headlights turned on. With headlights on, the DRL turn off. There is a dark blue wire you could cut at the BCM if you want to, but it usually isn't a good idea unless you know what you're doing.
Read your owner's manual. This information can be found there. If it is not there then you cannot turn them off. Open the glove box and pull the cover off of the fuse block. There is a label showing numbered fuses...it should have one with "DRL" only...that will disable the daytime running lights. If there is not a fuse labeled "DRL" look under the hood on the left shock tower...there is another fuse block...look for the same label with the fuse marked "DRL".

If you lift your ebrake handle one notch, it will not engage the brake, but it will turn off your drl's. Or you could always pull the fuse.. :)

As far as I know, the only way to do that is to turn the daytime running lights off. Not sure how to do that in the 4.3 liter, but in my 2002 with a 2.2L, there's a button near the headlight switch. Just push it in 4 times in a row to turn the DRL's off. You should hear a chime after the fourth time you push it. Repeat the process to turn them back on.
