You would have to install a switch to turn it off. It is illegal to do so without written permission from the NHTSA. Go to www.nhtsa.gov
Will they fit..? Yes, but they are different in that the 2003 - 2006 have a better turn signal and they added a puddle light on the bottom of the cover. EIther way they are big $$$

A 2003 Dodge Neon does not come with a passenger side deactivation switch. The only way to turn it off would be to take the airbag fuse out but that will disable all the airbags and you will have a constant flashing light on in your dash.
Not all vehicles are made so that the consumer can turn the airbags off. You may have to take it to your local Saturn dealership. If this is the case, they will have the service department turn it off for you.

SRS = Supplimental Restraint Systems When you turn the ignition "on" all the vehicle management systems are checked out electronically........if the SRS indicator lamp is "off" after a few seconds the safety system is working OK, if the lamp stays "on" there is a malfunction with seatbelt tensioners or airbags. In this case you need to get the system checked in case your airbags trigger unexpectedly or maybe not at all in an accident.
