it could be the factory alarm system
You put the key in the driver door and turn to the unlock position.
When you turn the key off and lock the doors, there will be a red light on the top of the dash that flashes while the alarm arms.
The factory alarm system on a Hyundai can be reset by inserting a key into the on position. Leave the key there until the alarm finishes sounding. Once the alarm shuts off turn the key to the off position and leave it for ten seconds. This procedure will reset the alarm system.

While the alarm is beeping, turn the ingnition to on position push the button in then take the key out.
The factory alarm causing the issue would be the security light flashing above the RPM guage. If the security light is flashing and the car will not start, follow the directions listed below. To reset the factory alarm, turn the ignition switch to the "on" position NOT the start position for 15min. You will see the security light go off after 15min.
The 2001 Dodge Neon factory alarm system does not have a reset switch. Instead, you need to insert the key into the driver's door and turn to unlock the door.
