Rowley will give you a membership card that you can use to open the locked laundry door in Greg's house. Inside the room, turn off the power to Rodrick's room using the circuit breaker panel. Go into Rodrick's room and get the DOG DISH.
Since Rodrick left in his van, you can also now enter the garage and find the leaf blower.
