We found that we could turn on our power and gas bill without a lease or title if we took care of any past due balances. However, with the water bill, we didn't get past the lease or title and got transferred to a lawyer. Most of the time you just have to find the right person to talk to. We're going back to the water company tomorrow in person and then going to talk to the lawyer in person.
