Shift into two-wheel high then turn the wheel locks to the free position. If you have automatic locking hubs, come to a full stop and hold the clutch in, if a manual, then shift to two-wheel high. Put the transmission in gear and roll seven feet backwards.
It will not disengage from four wheel drive until you find a cheat. I have done this before!

Four wheel drive will not disengage on a 1999 Chevrolet Suburban if the actuator has been damaged or the circuit has a short in it. Checking the fuse and connectors can be a quick repair.

The benefit of driving 4 wheel drive cars is that you have the option to engage or disengage the four wheel drive when you need to. Four wheel drive is great on low traction surfaces (off road, snow, etc.).
put the key in the door and unlock it
Put transfer case selector in 2WD. Get out and unlock the hubs (turn the thingy til it points at unlock). Back up about 15 feet. You'll probably hear a little cluck up front. Ignore that noise
what do you mean by unlock, if you mean the steering wheel lock then yoou put the key in the ignition and turn it while you wiggle the wheel

If it's not the manual type, then the electric motor on the transfer case is either bad or not getting power. If you really need to drive this vehicle until you can get it fixed right, you can take the electric motor off the transfer case and use a wrench to manually disengage the four wheel drive.
