First, unlock all the sub-bosses (by using the non-unlockable characters), then defeat DEVIL using one of the sub-bosses (e.g Ganryu/P.Jack). Then, once Kazuyais unlocked, defeat Devil with him and you will unlock Devil/Angel. Once they are unlocked, you can unlock Roger/Alex by defeating the opponent in Stage 3 with the announcer shouting 'GREAT!'. If you selected someone with SQUARE OR TRIANGLE, Roger will be your opponent, If you selected them with X or CIRCLE, you will face Alex. Hope this helps.
