If you can't recruit it in a stage you may need the use of the recruit point here you can use P to recruit Pokemon you have seen in the stages but can't befriend this doesn't include bosses so Pokemon like butterfree for example can be obtained this way, sometimes you may need a password passwords im not sure how there gotten but when you have one use it at the recruit point to get special Pokemon hopefully lucario is one.
