To be able to build a Blood Elf character, you need to have an active World of Warcraft account with the Burning Crusade expansion installed. When you enter the character creation screen and build a new character, Blood Elf is one of the available races.
Note that in order to make a Blood Elf Death Knight, you will also need to have Wrath of the Lich King installed, and need another character of at least level 55 on any server.
