I think you can get all of the characters (including sonic) from the subspace emissary. If I'm not mistaken, this is the easiest way to get all of the characters. Toon Link and Wolf are hidden though...
Hidden Street: Hidden Tower is located in Eos Tower in Ludibrium. Go to the 8th Floor and there is a bunch of blocks in the middle that create a square doorway. Press up here and you will be taken to the hidden street:hidden tower. The monsters in there include Rombots, and Block Goloms.
