to unlock legends you must play through rtwm and on the night of wrestlemania go to the green room and there will be a legend waiting for you (every rtwm has a different legend to play) then they will challenge you and if you beat them you will unlock that legend

You can unlock the Rock by entering the cheat code 'The Great One' or by winning Edge's Road to Wrestlemania.

Bob Orton by in Randy's Road to Wrestlemania in week 9 against Festus don't use any strikes in your match.

Dusty Rhodes in Randy's Road to Wrestlemania at Wrestlemania pin Cody Rhodes and K.O. Dusty after the match.

Ted DiBiase Sr doing the same to Cody except to Ted DiBiase Jr. and K.O. Ted DiBiase Sr after the match.

Eve: In Mickie's RTW on week 2 either pin or submit Maryse.

Ezekiel Jackson: In the Created Superstar RTW, throw each opponent out of the ring at least once in Week 3 and win the match.
