Unlike everyone else in the game, luigi isn't in the castle. He actually i s in a level, the haunted mansion level to be exact. After you beat the first mission in the level, go to the second floor, go to the room on the right. When in the room, go by the ability box, look at the door, then look above it. You'll see a door. to get to that door you'll need Mario. When you have Mario, look at the wall at you right at a forty five degree angle. Double jump at that wall at the angle, then jump off of it. If you get right you'll be on the platform. Go through the door and the rest is up to you.

You don't unlock him, he's already a playable charecter, you just select him on the chareter list, there's: mario, luigi, toad, and princess toadstool (she's called that before super mario 64).

If you are referring to Super Mario 64 on the console, I'm afraid it's impossible.
There is absolutely no way to unlock Luigi in Super Mario 64, although there is the concern of the faded writing on the plate in the haunted garden section of Peach's Castle the reads, "Luigi is real "unreadable numbers"" but so far, Luigi has yet to be seen in Super Mario 64 as a playable character or an NPC.
