You can either use the nine-tailed rasengan to transform in mid-battle, or you can hold select while selecting him. To do this, however, you must unlock every single character. (You are allowed to use the character cheat) P.S. You must also unlock Hanabi and Yellow Flash (AKA Yondaime)
