If you mean the character Tails from the Sonic series, there is no possible way that I know. It may be possible through cheating or hacking. there is no possible way to get tails, even through cheating.

For the 64 version beat target test and board the platforms practice with all the original characters then luigi will appear beat him to unlock him, play and beat one player mode and jigglypuff will fight you win and you unlock it, play one player with time on beat the game really fast then captain falcon shows up beat him to unlock him, play and beat one player mode on normal mode with 3 stock to have ness appear beat him and you have all the characters now. For melee most characters can be unlocked by doing matches in melee mode also beat 100 man melee and the triforce gathering event the legendary Pokemon event play the game for 50 hours or 5 hrs with four human players in melee mode and play 1,000 matches or beat classic with all characters and you will unlock all the characters. For Brawl play the subspace emissary beat it then go back to the forest, swamp and ruins to find a secret red door to find toon link, jigglypuff and wolf beat them to unlock them when you do you have already unlocked everyone.

This isn't fully true. I have played SSBB to death and I have not unlocked Shadow. The only thing shadow related is the item with him doing Chaos Control.

The Tails trophy is obtained by completing a challenge in the vault the challenge is: "Exceed 3,000 ft of air time" this means when you use characters in a Brawl when your in the Air this is considered air time so once you pass 3,000 ft or its 5,000 you will receive the trophy.
