In order to unlock the Harbor Inn in Canalave City you have to beat the Elite 4, talk to the people inside the house in Canalave City that's to the left of the bridge then talk to the Sailor on the port and he'll take you to Fullmoon Island then you have to follow the route there and approach and talk to Cresselia, she'll fly off but she'll drop a Lunar Wing so pick it up and take it back to the same house by the port and now you can go into the Harbor Inn.
