To unlock the paint gun to use it you either have to play a on-line level with it, or buy the metal gear solid mini levels in the store. If your looking to put it in a level you create you need to own the metal gear solid mini levels.

It depends on which paint gun if it is a paint ball you have the wrong paint or you do not have enough pressurized air. If you have a spray paint gun that means that there not enough pressurized air.
