How do you unlock the phone on Grand Theft Auto IV?

Niko will be given his first phone by Roman during their early mission, It's Your Call. He uses this until Playboy X gives him a much better phone (with the camera option he needs) for the mission Photo Shoot. This is the phone that Niko uses for the remainder of the game.
