Pull out the instrument cluster so that you can gain access to the ignition switch housing. With a hammer, tap (do not beat) the housing while you turn the key. Once the key is turned, it would be a good idea to remove the tumbler unit. You can start the car by pushing the tab to the switch housing while twisting the inner piece. Order a new switch housing from PerfomanceProducts.com ($120).

To remove the steering wheel from your 1985 Chevy Celebrity: First remove the horn button. There should be a keeper at the tip of the steering shaft, remove it. Remove the nut that holds the wheel in place. Use a steering wheel puller to actually remove the steering wheel.
You must take them off. I took mine out of my '84 300 turbo by turning my steering all the way to the right. That gave me enough room to weasel it out between the steering and exhaust.

The steering wheel and key are linked together for anti-theft purposes. Try turning the wheel hard one way and see if the key becomes loose - can turn or be withdrawn. If no luck, try turning the wheel hard the other way. ***** Mine was tied to the electric system. My wife pulled the electric seat controls off of the door by closing it to hard. I had to rewire those first then the ignition unlocked. Good Luck.
If the steering wheel says its a chevy, then its a 454, if its a ford it will be a 460
to the left, right, or under the steering wheel.
Behind the steering wheel,their is three screws that need to come off,then you can take off front cover of steering wheel,you will need a steering wheel removal tool to get wheel off,be careful there are two inch long springs that go to the horn,dont lose them or your horn wont work.
