You have to complete the Badlands mission for Mike Toreno where you take flying school. This will unlock the two helicopters at the Easter Bay airport. However, if you go to the west end of the airport, where the hangars are next to the water, you'll find a helicopter there which is already unlocked. You can also find an unlocked 'Cargobob' helicopter in the restricted area, but the antiaircraft missiles must be destroyed first, or else you'll be shot down as soon as you take off.
