You will need to get the Sword from the bottom of the Second Mine.
Once you reach the bottom of the first mine you will be able to unlock the entrance to the Second Mine. On the very last floor use your Tools to defeat all the little monsters and a large boulder will vanish letting you enter a new room.
In the room is the Legendary Sword. You will not be able to pick up the Sword unless all of your yours are upgraded to Mystril.
Once you get the Sword use it on the Boulders blocking the path to the Waterfall. When you equip the Sword make sure you press the A button instead of the normal Y button.
