You can't, but it is easily replaced by a muffler shop just like a muffler. But it's not real pricey. They do it every day, so don't go anywhere else or they'll gouge you on the price.
you are allowed to replace a catalitic converter with a new one. you are NOT allowed to make any modifications at all to a catalitic converter

You don't have to change or remove the converter unless the converter is stopped up.
Remove both wheels, Disconect both tie rods from from steering knuckle, remove the stabilizer bar, unplug O2 sensor, diconnect the catalitic converter from exhaust manifold ( unscrew the catalitic converter and lower the whole assembly as one) this will gave you more room when sliding the rack and pinion out of the subframe), unplug and plug both power steering lines connected to the steering gear, remove the two bolts holding the rack and pinion to the subframe.
