You cannot upgrade the pixel shader without buying a new graphics card. Usually, this is not possible on a laptop without buying a completely new one.

Virtually all graphics cards in laptops are integrated, and not removable. If your laptop doesn't support Pixel Shader 1.1, there is nothing that you can do about it.

You need to upgrade your graphics card to something capable of running this software. (any ATI or nVidia card made after 2002 should have Pixel Shader 2, it will be written on the box) If you're trying to run it on a laptop then you are probably out of luck as they're not upgradable.
